I always thought it was - reduce to pieces 1/10th the size of the original.

Nah, it's a Roman Army thing - http://en.wikipedia.org/wiki/Decimation_%28Roman_army%29 - which honestly I wouldn't know given NC public schools if it hadn't been for Matt's Roman geekery...
